Fiscal Court authorizes application for grant funding of park project

Wayne County Fiscal Court has authorized the application for Land and
Water Conservation grant funding for a project at Memorial Park. Magistrates
authorized the application for $59,000 in grant money during a meeting held
on Thursday, March 13.
The grant would be earmarked for construction of a new maintenance
building at the park, as well as some new picnic tables, trash cans, and the
placement of a wood fiber safety surface for the playground. County
Judge-Executive Greg Rankin noted that this is a 50-50 matching grant. The
Job Corps has agreed to do labor, so the county could use in-kind donations
for the 50 percent match without spending any money.
Rankin noted that there is less than half a million dollars available
statewide under this grant program, so he expects it to be competitive.
Also during the meeting, the court approved a cost-of-living pay
increase for all county employees. As of July 1, all county employees will
receive a .45 per hour raise.
Rankin explained that they used the same formula as last year and came
up with the .45 cent per hour figure. Though it will not take effect until
the new fiscal year begins, he said the court had to take action now as the
county is in the budgeting process for next year.
Bids were opened for the cleanup of four dump sites in the county. Bids
were received from three different businesses‹Junior New Construction,
Bruce's Backhoe Service and Phillips' Backhoe Service.
Bids were awarded for the dump sites on Mitt Foster Road and KY 200 to
Phillps' Backhoe Service, but magistrates opted to rebid for cleanup of
dumps on Harmon Hollow Road and Old Mine Road. Rankin noted that these two
projects came in over the allotted funds from the state.
In other action, the court:
€ Approved the lease for financing the Mack truck for the road
department.
€ Approved the adoption of the Piercy Cemetery Road, contingent upon the
signing of the easement.
€ Approved the second reading of an ordinance amending the 2007-2008
fiscal year budget.
€ Adopted and approved the execution of the County Road Aid Co-op
Program contract.
€ Approved the appointment of Assistant County Attorney Rod Tejeda to
the 911 Board.
€ Declared the old DARE vehicle and the vehicle formerly used by the
Solid Waste Coordinator as surplus vehicles to be sold by sealed bid.
€ Agreed to give the Wayne County Rescue Squad $3,000 to purchase
equipment for a truck that can respond to incidents that occur off-road.
€ Agreed to advertise to change the name of the end of Barton Road to
the Old Lock 21 Road and to change the name of Richardson-Beechboard Road to
Beechboard Road.
€ Heard the monthly report from Jailer Ray Upchurch, who noted that the
total population of the Detention Center was 140. For the month of February,
the Detention Center has billed a total of $93,970 for housing inmates.
€ Heard a monthly report from Solid Waste Coordinator Tim Bell, who
noted that white goods were picked up at 54 households last month, bringing
the total to 118 so far this year. Litter abatement workers covered 14.8
miles and 250 bags of trash were picked up. Bell also noted that 23 small
dumps were cleaned up in February by Tim Massengale and his crew.
€ Heard a monthly report from EMS Director Bubby Corder who noted that
since January 1 the ambulance service has answered 656 calls. He noted that
American Woodmark donated $1,500 to EMS toward the purchase of table and
chairs for the training room in the new building.
