Telecom Board works to upgrade services

A committee will work with Lake Cumberland Area Development District
officials to redefine Phase I of the cable upgrade project, according to a
discussion at last Wednesday¹s meeting of the Telecommuni-cations Board.
Donna Diaz, with the Lake Cumberland Area Development District, spoke
with the board regarding possible grant funds that may be available to help
finance the proposed fiber-to-the-home upgrade for the system. Diaz said
there are likely some funds available through the Appalachian Regional
Commission, as well as the Community Development Block Grant program.
The state has designated $1 million for this project, but that budget
has not been approved. Diaz noted that there could also be some state gap
funding available for this project.
The board had submitted an RUS loan application for the total project,
but that application was rejected because of a lack of equity. The board is
now working to put together some grant funding that would provide equity for
a scaled-down RUS loan application.
Board chairman Wade Upchurch told Diaz last week that the project was
originally planned in phases and the board is now looking at finding money
for Phase I of the project. Diaz suggested that a small committee be formed
to meet with her and put together a proposed funding package for the initial
phase of the project.
Upchurch appointed Bob Hayden, Greg Latham and Aaron Stringer, who will
meet with Diaz. A report will come back to the Telecommunications Board,
possibly by the next meeting.
