Missing inmate is returned to local Detention Center An inmate missing from the Wayne County Detention Center since September 12 has been returned to custody. Jim Bart Brown, 24, was arrested Friday, December 9 in Jellico, Tennessee. He was extradited back to the Wayne County Detention Center on a warrant for escape second degree. Brown and Robbie Hill, both from the Whitley County area, left work detail on September 12. Since then, Hill has been returned to the Wayne County Detention Center. Add a comment |
