State Representative Ken Upchurch has been invited to attend the next
meeting of Wayne County Fiscal Court. The invitation to Upchurch was
extended by County Judge-Executive Bruce Ramsey during a special court
meeting held on Thursday, February 23.
The invitation came after a recent discussion concerning the cleanliness
at the Judicial Center. At the center of the issue is the memorandum of
agreement that the fiscal court entered into with the Administrative Office
of the Courts (AOC) last year when the new Judicial Center opened. Under the
agreement, the county hired employees to provide maintenance and janitorial
services at the facility. The employees are paid through AOC funds.
Ramsey said during a meeting earlier this month that the AOC is
soliciting bids for these services. He referred to the action as political,
alleging that it began after State Representative Ken Upchurch complained to
AOC officials.
A day after that meeting, Upchurch issued a statement noting that his
involvement with this issue came only after constituents, an attorney and
employees who worked at the Judicial Center had talked to him about the
uncleanliness of the facility. In the statement, Upchurch said he only
forwarded those concerns on to officials at the AOC.
In the statement, Upchurch said that he would be available to attend a
meeting of fiscal court to explain his involvement, as well as to provide
documentation in regard to the issue.
Ramsey extended that invitation last week, asking that Upchurch attend
the Thursday, March 9 meeting at 6 p.m.
County Attorney Lee Tobbe told magistrates that he had talked with Tim
Christopher at the AOC in an effort to try to negotiate with them on the
issue. Tobbe said Christopher told him there had been objections about this
problem as far back as last June. Tobbe said he requested documentation from
Christopher about these complaints.
"I want to see what they have got," he told magistrates last week.
Tobbe said that he has not received any documentation yet.
At this point, the county continues to provide cleaning and maintenance
services at the facility, and Ramsey indicated that the county has not been
officially notified by the AOC.
Also during the meeting, the court awarded the bid for the cleanup of
five dumpsites in the county. Bruce's Backhoe Service was the low bidder at
$7,800. There were a total of seven bidders for the projects.
Dumpsites that are part of this bid package include: Jonesville Cemetery
Road, Jonesville Road, Clay Street, Danny Hughes Road, and Hicks-Ramsey
Road.
After the meeting adjourned, the four magistrates toured several areas
of the Judicial Center.
