Stephens files for Monticello City Council The first candidate for Monticello City Council has filed for that race. Gordon Stephens recently filed as a council candidate, according to the County Court Clerk's Office. City races and races for local school board seats will not appear on the May primary ballot, but will be included in the general election this fall.
