Fiscal Court seeks permission to maintain battle site
Melodie Phelps

Wayne County Fiscal Court will request permission to maintain a

historic

site in the Beech Grove area, which is on the other side of Lake

Cumberland.

The court decided to make the request during a meeting on Tuesday, May

9,

after reviewing a letter from the Mill Springs Battlefield Association.

The Army Corps of Engineers actually owns the property, according

to

County Judge-Executive Bruce Ramsey.

According to the letter from the Battlefield Association, the

property

is currently being used for parties and other late night activities,

and

members are concerned about the condition of the site.

"If the county will make the request to the Corps, the Association

will

assume responsibility for the site's maintenance and public use, clean

up

trash and debris and generally preserve the area for its historic

significance," stated the letter, which was signed by Norrie Wake,

Administra-tor for the Mill Springs Battlefield Association.

Wake added that this would be at no cost to the county. Wake stated

in

the letter that the Battlefield Association would also look at the

possibility of maintaining a courtesy dock there, so visitors could

visit

the battlefield fortifications that exist in the Beech Grove area.

Also during the meeting, the court discussed a request from

Defensive

Action Against Drugs (D.A.A.D.) to purchase a quantity of drug test

kits.

According to the discussion during the meeting, the kits can be used by

a

parent who may suspect a child is using drugs.

If purchased in a store, the kits cost about $30 each. But by

purchasing 1,000 the cost would only be about $5 each.

Several of the magistrates had questions about the project, and

Ramsey

stated that he recommended no decision be made about the request until

the

court receives more information from D.A.A.D.

The court heard the first reading of the budget ordinance for the

2006-2007 fiscal year, which required no action. According to the

ordinance,

the total budget for the next fiscal year is $10,772,615. That includes

all

funds, as well as projects.

The total general fund budget next year is $7,396,128. The court

will

hear the second reading of the budget at the next meeting.

Magistrates heard several departmental reports during the meeting.

Solid

Waste Coordinator Andrew Parmley told the court that white goods and

large

household items were picked up at 264 households around the county last

month. That included collection efforts by the litter abatement officer

as

well the Monticello Street Department.

Parmley also reported that seven dumpsites have been cleaned up in

the

last month and the county has received $89,462.91 in reimbursement

through

state litter abatement funds.

An additional $29,800 in reimbursement is expected from PRIDE for

the

cleanup effort.

Jailer Ray Upchurch gave the monthly report from the Wayne County

Detention Center. Upchurch reported a total of 152 inmates are

currently

being housed at the facility. This includes 87 state inmates and 65

county

inmates.

Upchurch said the county received $96,697.44 in March for housing

state

inmates and inmates from other counties. They have billed a total of

$98,613.28 for the month of April.

Wayne County EMS Director Bubby Corder reported that the ambulance

service has answered a total of 1,131 calls since January. He noted

that EMS

participated in the recent child identification program held at

Wal-Mart.

EMS is awaiting word right now on six different grants they have

applied

for. Corder also noted they are working on another grant through the

U.S.

Department of Agriculture for $50,000.

In other action during the meeting, the court:

* Approved the proposal for the 2005 Wayne County Sheriff's Tax

settlement.

* Approved the appointment of David Lyons to the Tax Appeals Board.

* Approved the County Road Aid Cooperative Agreement resolution.

* Agreed to advertise for the adoption of the Corder Cove

Subdivision

into the county road system.
