Phillip Morgan is appointed Family Court Judge

Phillip Morgan, of Monticello, has been appointed as Family Court Judge

for the 57th Judicial Circuit, Division 2. Governor Ernie Fletcher announced

the appointment on Friday, June 1, which becomes effective immediately.

Morgan will serve in the position, which was created by the 2006 General

Assembly, until the seat is filled by the general election in November.

Morgan was originally a candidate for the position, but withdrew from the

race several weeks ago.

Remaining candidates for the office are local attorney Jay Jones and

Jennifer Upchurch Clark, of Russell County.

"I am extremely pleased to have the opportunity to serve the first

family court in the 57th Judicial Circuit," said Morgan. "I applaud the

legislature for recognizing and addressing the family court issue. This job

will be challenging, but I believe my previous experience will be very

helpful in meeting the challenge."

Morgan served as judge of the 40th Judicial District from 1982-83 and

2002-03, and of the 40th Judicial Circuit from 1984-1991. He received a

bachelor's degree in business and English from Eastern Kentucky University

and a juris doctor degree from the University of Kentucky College of Law.

Morgan is a member of the Kentucky Bar Association and a former board

member of the Appalachian Research and Defense Fund of Kentucky, which

provides free legal help for people and groups who cannot afford a private

attorney.
