Council declares emergency, votes to repeal ordinance approved in December

Monticello — The stop signs went up last month and now they will come down at two intersections of Rolling Hills Boulevard. Monticello City Council declared an emergency and voted Monday night to repeal the ordinance they approved in December, which placed stop signs at the street's intersections with Barnes Drive and Hardwood Drive.

The ordinance noted that an emergency exists due to congestion, confusion and the possibility of injury at these intersections, and that the previous ordinance, approved on December 14, be repealed due to "safety reasons."

Monticello Mayor Kenneth Catron noted that there had been some concerns voiced by postal employees regarding problems accessing the facilities, after the stop signs had been put in place.

The council is seeking grant funding for numerous projects and resolutions regarding four grant applications were approved during the meeting.

The council approved a resolution authorizing the application for Community Development Block Grant funds for a Microbusiness Program. The county is involved in this effort and will serve as the lead agency for the program, according to Catron.

A resolution for funding of Emergency Efficient and Conservation Block Grants was also approved by the council. Kentucky Highlands Investment Corporation will serve as the lead agency for this program.

The council also authorized applications for two grants related to Phase

2 of the Old Town Springs Project. One application is for $75,000 in Land and Water Conservation funds for the restoration of the old Tate Building located on South Main Street.

The grant requires a 50 percent match, which the city would provide with in-kind services.

The second grant application is for $100,000 which would be used to construct a walking trail along the spring to Frisby Street. The city would also provide a 50 percent match for this project with in-kind services.

In other action, the council:

€ Approved a resolution in support of the FACES of Coal organization.

€ Approved the reappointment of Duchess Sloan to the Ethics Board.

€ Approved Kriss Lowery and Associates for planning and administrative services for the Scattered Housing Project.

€ Met in executive session to discuss a personnel matter. No action was taken.

€ Agreed to donate $500 to the Wayne County JROTC toward the purchase of a public address system.

€ Approved the placement of a street light near the Masonic Lodge Building on KY 92.
